In October 2001, PELASS introduced the mandatory literacy testing
and training initiative intended to help identify whether an individual’s
reading, writing and/or math skills may be a barrier to employment.
Ontario Works applicants who have not completed Grade 12 or the equivalent are
required to complete literacy screening as part of the application process.
Current participants with less than Grade 12 or the equivalent
will also be required to complete the screening. Those with proof of a learning disorder are exempt.
Those whose literacy skills pose a barrier to employment will be
connected to literacy training programs which will provide them with the
training they need. Participation in literacy training will be combined with
other employment assistance activities such as community placement and job
search.
This program links to Family Literacy programs where materials
and training are provided to promote family reading. We will be developing
programs that will have teaching and practice occurring in a placement setting.
We are happy to build upon the existing network of
literacy services and partnerships.
